    Job Summary

    To manage and supervise the Aviation Security Section to ensure the highest level of compliance to the International aviation security standards and policies, and conformance to the best international industry practices. To assist in the planning, developing and implementing of security systems and procedures, monitoring compliance of stakeholders, resolving security related problems and recommending corrective measures.

    Security Planning and Management Responsibilities

    In compliance with the accepted International Aviation standards and local security Regulations and in alignment with legislation and industry best practice implement and maintain:
    • The BIA Security Management System global strategies and policies.
    • The overall Aviation security processes, standards, guidelines and procedures which extend to all service providers and/or users of the Airport.
    • The ASP to ensure compliance with the requirements of the NCASP,NCASTCP, NCASQP detailing, inter alia, the individual security measures in place at the BIA.
    • Review and update the SeMS procedures and control processes.
    • Support strategic planning, development, procurement, operations by providing specialist advice related to airport security and on the potential impact of any new legislations or regulations relating to Aviation security.
    • Review and approve security project provisions, technology and equipment.
    • Oversee the development and maintenance of airport infrastructures and ensure that they are able to meet all current and perceived security and regulatory standards
    • Establish and maintain effective liaison with other airport departments and relevant local security representatives.
    • Promote positive security culture and excellent security behavior and attitude across the airport community.
    • Follows regulatory practices and rules, recognizes and reports vulnerabilities and promotes effective security reporting.
    • Act as an information conduit to bring security issues to the attention of management and to deliver security information to the organization's staff, contractors and stakeholders.
    • Monitor, direct, motivate and develop staff performance and create a culture and climate conducive to achievement of the Department's mission and overall organizational goals.
    • Carry out any other activities requested by the Director Security.

    Security Management System Responsibilities

    • Implement and maintain a proactive and preventive oriented Security Management System in order to enhance the Airport Security operations.
    • Assist in the continuous improvement of the vulnerability identification, security risk assessment schemes and BIA's SeMS, through the analyses of technical data of trends related to incidents, events and occurrences.
    • Work cross functionally to establish and maintain a non-punitive, reporting and control system to monitor the security performance at BIA.
    • In co-ordination with other entities, ensure that the security at BIA is actively monitored and continuously improved, and ensure that a comprehensive capability exists for detecting and investigating actual and potential unsafe events at BIA;.
    • Maintain the appropriate leading metrics to drive positive security behaviors and ultimately reduce incidents and breaches.
    • Monitor worldwide trends in the aviation industry and propose changes to the Director Security to keep BIA Security standards in line with, or better than industry best practice.
    • Oversee the level of implementation of all the activities, processes and provisions defined the Airport Security Program, to ensure that all are effective and in compliance with regulatory requirements.
    • Participate in the investigation of airport security non-conformances, and incidents to establish root cause and lessons learned.
    • Ensure that all incidents and selected serious events are thoroughly investigated and followed up and that the findings and appropriate recommendations are formally submitted to the relevant Departments or Entities.
    • Analyze security investigation reports and evaluate the results of corrective actions, and ensure that risk assessments are conducted when applicable.
    • Organize Aviation security campaigns to enhance awareness amongst all airport internal and external stakeholders (incl. suppliers and contractors).
    • Assist in the effective establishment of the BIA Security Management System, in accordance with ICAO and CAA requirements.
    • Participate in all emergency and contingency planning, meetings and exercises.

    Aviation Security Training Responsibilities

    • Facilitate and maintain the relevant and applicable Security awareness training program for all staff working at Bahrain International Airport; staff accessing the Airport's restricted areas and security staff.
    • Stimulate security awareness and vigilance by all persons working at the airport; train, coach and guide staff activities and assist with the more specialized and difficult work activities of junior staff.

    Minimum Qualification

    • University degree in Aviation Management, Security, Engineering, or other equivalent relevant qualification.
    • ICAO AVSEC Professional Manager Certification.
    • AVSEC Auditor certification from a recognized institution, desirable.
    • Aviation Security Training/Instructor certification from a recognized institution, desirable

    Minimum Experience

    • Minimum 05 years' of experience in similar position.
    • Prior Military or Law enforcement experience, with focus on the security field, is desirable.
    • Demonstrated experience in developing, implementing and supervising the implementation of airport security operations, processes and procedures, and in successfully and effectively managing a small team.
    • Experience of promoting a positive security culture in a multi-stakeholder environment

    Job Specific Skills

    • Knowledge – Strong technical knowledge in developing and managing Aviation security operations; Security Management systems; Security compliance; Security investigations.
    • Planning and organizing – Good planning and organizational skills including the production of reports, conducting security risk assessments, and preparing recommendations for preventive and corrective action plans. Demonstrated ability to plan, prioritizes, and work to strict deadlines
